ACA Healthcare Coverage
The Affordable Care Act (ACA) Open Enrollment period for 2021 healthcare coverage begins Sunday, November 1 and runs through Tuesday, December 15. Anyone who qualifies, or is currently enrolled in a a health insurance plan, can purchase coverage or change their existing coverage during this period.
The Affordable Care Act is the comprehensive health care reform law enacted in March 2010 (sometimes known as ACA, PPACA, or "Obamacare").
The three primary goals of the program are:
- Make affordable health insurance available to more people. The law provides consumers with subsidies ("premium tax credits") that lower costs for households with incomes between 100% and 400% of the federal poverty level.
- Expand the Medicaid program to cover all adults with income below 138% of the federal poverty level.
- Support innovative medical care delivery methods designed to lower the costs of health care generally.
Anyone can purchase healthcare insurance during the open enrollment period, but you may only save money if you qualify for a discount under the Affordable Care Act. To find out if you qualify, complete the Income Levels & Savings questionnaire at HealthCare.gov.
All Illinois residents can purchase health insurance through the Health Insurance Marketplace through the website GetCoveredIllinois. The marketplace is the only way for Illinois residents to purchase quality, subsidized insurance without the help of a broker, which makes coverage cheaper.
The Roselle Public Library will be offering an online class (sessions in both English and Spanish) to help you navigate the Health Insurance Marketplace and find affordable health insurance for 2021. Open Enrollment begins November 1. Make sure that you're informed to make the best selection of healthcare coverage for the coming year.

Medicare open enrollment, Medicare's annual election period for 2021 coverage, runs from Thursday, October 15 through Monday, December 7. During this annual window, plan enrolees can reevaluate their coverage and make changes or purchase new policies if they wish to do so. During the Medicare open enrollment period, participants can:
- Switch from Original Medicare to Medicare Advantage
- Switch from Medicare Advantage to Original Medicare
- Switch from one Medicare Advantage plan to another.
- Switch from one Medicare Part D prescription drug plan to another.
- Enroll in a Medicare Part D plan if you didn't enroll when you were first eligible for Medicare.

Preparing For Medicare Open Enrollment

The open enrollment period for 2021 Medicare coverage begins on October 15 and closes December 7, 2020. Join the Roselle Public Library for a web-based presentation. A Senior Health Insurance Program counselor will provide guidance on the enrollment process and coverage options, including parts C & D.
Registration is required to attend this program. Register on the RPLD Online Calendar. Web conference information will be emailed to all registrants. Email address must be provided 24 hours in advance to attend this program.
